Enable Message Markup parsing in newly-created sub-boards by defaultMessage Markup seems to be working well, so just enable by default on newly created subs (existing sub-boards aren't impacted). A sysop can always disable this option on a per sub-board basis if its a problem.

    Modified Files:
    src/sbbs3/scfg/scfgsub.c
    Log Message:
scfg: auto-assign a unique QWK conference number to new sub-boards

A new sub-board is initialized as a copy of the group's template sub (or
the last sub in the group), and the copy kept the source's static QWK conference number. Adding a sub to a group whose template has one (e.g. DOVE-Net, conference 2001) silently created a duplicate conference
    number.

When the template's number is static, assign the new sub the group's
highest conference number + 1, skipping any number in use system-wide.
Gaps are deliberately not filled: they may be retired conferences still
known to users' offline readers. A template with a dynamic number (0)
    still yields a dynamic one.

    Log Message:
SCFG: allow only one template sub-board per message group

Enabling "Use this Sub-board as a Template for New Subs" now clears the
option on the other sub-boards in the same group, and pasting a copy of
the template sub-board into a group that already has one no longer
produces a second template. Cut-and-paste still moves the template.

    Fixes #1280
